First off I am using the Xbox One Chat box for text chat so my experience with the new text chat may be a little different that someone using an actual keyboard.
1. Is there a way to keep the chat box open all the time (so it never fades and leaves the screen)? If not could you implement this feature ZOS?
2. Once the chat window is open, how can I scroll up to see previous chats?
3. How can we click on some something someone has linked in text chat?
Hmmmm... I will edit with more questions as they come up. If anyone else has questions about the new text chat feature added to the consoles please post them here as well!

Read all of it
1. Not really but it does auto pop-up when you type something so ....Also, there is a big view with the press of 2-3 buttons so it takes 1 sec
2. Log into the game first. It's very intuitive but when typing all other controls are disabled. That answer depends on what you're using, which platform you're on and which window you're in.
3. You don't click on anything. You go into the chat social view and when you highlight the line, it shows the item to the right. ....it's very intuitive just log into the game and it'll make sense.
FYI- you can't type and link so if you're thinking it's like PC where you would write WTS or WTB ....(linked item) that isn't how it works.
You go into your inventory and hit "y" or triangle and select lol in chat. It links and writes the item all at once in the chat you're in.
4. G1 or /g2 etc based on the order of your guilds in the social menu
It's not anything like PC but considering the opportunity it's well done for consoles other than linking items.

I tried that too by typing Water Bucket in that channel but it spoke it instead as if I was chatting. I also tried bucketsplash but same thing.

Say I wanted to whisper you on PC...
I would have to type the following in chat.../w UltimaJoe777,Then start typing the message. The comma must be there or else it will not work.
I have no clue if that will work like that on console but it's worth a shot.
Also /t /tell /whisper I think will also work before the name but all will need the comma.
