I know it's a known bug, but a long time ago I've received this error. Just of making ZOS aware of it, again...
They didn't kick me, they were angry I couldn't join the dungeon, as they needed that extra person.

Hope it gets fixed somehow in the future.

If someone did not properly port out of the instance--e.g., if they logged off or crashed while still inside--the game takes several minutes to make sure that they really aren't coming back before that character is fully removed from the instance.

You see this only if the person you're replacing has abruptly logged off or otherwise disconnected, as a voluntary departure or a kick while they're online would result in them being ported out properly.

This is not specific to the Group Finder. This happens with any sort of group, in any instance at capacity where someone did not port out properly before logging off or disconnecting from the game. Nor is this new--it's been like this since time immemorial.

Your mistake here was to leave the group. Don't do that if you see this error. Instead, simply inform the rest of the group that the game has not yet removed the previous person from the instance and that you may have to wait up to 5 minutes before you can port it. Just keep trying to port in, and eventually, after a few minutes, it'll work.
