Now I'm really concerned(if Chet is involved) and am thinking about talking to my credit union to prevent charges to my account since it looks like ZOS high standard of customer service and support(yes sarcasm here) is at work here.

I've not checked the TOS in this game but it would be very shady if they wouldn't refund people for subs they cannot cancel

I had a recurring sub in another game and after it triggered, i contacted their cs and they cancelled it plus gave me a refund. That was a one month sub and i called them within 2 days.
