I'm a big time procrastinator, so I'm really not trying to be a jerk, but that was Tuesday and now it's Friday. I know you all are busy but some of us miss the PUG life.
This does impact the grouping tool. So hopefully that helps.
Grouping issues/fixes was briefly mentioned on ESO live.
Of course, some fixes going into Monday's patch.
When the leader invites someone who accepts, but the leader can't see it kinda thing. The one that was partially fixed last patch will hopefully be fully fixed this Monday.
Sometimes leader sends and someone accepts but no one gets put into a group should also be address in Monday's patch.
This does impact the grouping tool. So hopefully that helps.
Fixes should be for console as well when their Update 11 goes live.
[EDIT] I didn't realize these grouping issues were apparent during the Dark Brotherhood DLC as well. Hopefully it works for the tool and everyone impacted!

So just to be clear, do you guys feel the issues you have mentioned are directly effecting the grouping tool in the form of queues taking sinply not poping after multiple hours of waiting?

It's not likely, no, but we are actively investigating the cause for the long queue times. It may be as simple as not enough players using it for the specific dungeon you're trying to run, but it may be something else. We'll let you know if we hear anything more definitive.
