1st - Ebonheart Pact, by a large margin 95% of the time.
2nd - Tie between DC and AD. Sometimes one is more active than the other... It shifts a lot.

Sure wish we could find them when it comes time to take keeps!
Often we wonder where they are all hiding, in the sewers maybe?

Every time I hop into Scourge, EP and DC are pop locked.

PS4 DC and AD far out number us!
No they don't. EP > AD > DC as far as pop goes. DC just all resides in scourge.
Uh, we are talking about PS4 Scourge aren't we?
So population is DC>AD>EP if you actually are there every day.
Lately, overall population seems to be like:
-60% EP
-40% AD
-20% DC
There used to be more AD not too long ago.. but lately EP zergs are everywhere.
Just this past week, I played in: Chillrend, Skull of Corruption and Thornblade. All 3 were completely Red, except a handful of castle.
PS: if you are anti-zerg, your only hope at the moment is IC/Sewers... Hopefully your faction has a castle not too far from an entrance.

Yeah red is acting like AD now, and it's annoying. I'm just going to PvE for a while next update as I wait for structured PvP to come out next year.

There are 7 PvP Campaigns you can sign up for. 1 is a Home Campaign where your Alliance Points give you rewards, and another is a Guest Campaign that does not give you rewards for your APs gained. Home Campaigns cost AP to switch but Guest switching is free but has a 3-day cooldown.
Blackwater Blade, or BWB for short, is the lowbie campaign for anyone under Lv50. Champion Points are disabled and it is oft times filled up. DC tends to have the edge in BWB.
Scourge is the general campaign for Lv50 players and is the most occupied. I do not run this Campaign though so I cannot tell you much beyond CPs are enabled and all objectives earn points, hence it's a general campaign.
All other campaigns earn points for specific objectives related to PvP. Thornblade as I post this shows more AD than EP and DC, the former of which is at least 1/3 full and the rest less than 1/3. Chillrend is 1/3 AD and EP as I post this with DC less than 1/3. Skull of Corruption is EP and DC at 1/3 and AD less than 1/3, again as I post this. Haderus is my Guest Campaign and used to be controlled primarily by AD but EP moved in and it now goes back and forth between them. EP usually has control though.
Azura's Star is the Lv50 no-CP campaign of PS4 NA. However, it is normally pretty empty and controlled by AD.
If you have any further questions feel free to ask, and I hope this helps!
P.S. Ignore the toxic naysaying here. #toxicremedies
I am clearly older than you on ESOif you read my short introductory, I just purchased ESO on PS4 not as a general.
BUT you did give your insight on the matter so, I thank you
