Soooo, I just finished VMA for the first time and I got a charged ice staff 
At gold it increases chance to apply status effects by 220%, but what's like the base chance?

As for your question add Elemental Force increasing it by 100% on to that and I'd say you will inflict the Chilled status very, very often lol

Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:- Weapon enchants 20%
- Standard ability 10%
- Area of effect abilities 5%
- Damage over time abilities 3%
- Area of effect damage over time abilities 1%
