What is the base chance to cause Chilled/Concussion status

Soooo, I just finished VMA for the first time and I got a charged ice staff :o

At gold it increases chance to apply status effects by 220%, but what's like the base chance?

    As for your question add Elemental Force increasing it by 100% on to that and I'd say you will inflict the Chilled status very, very often lol

    Unless the base chance is like 5% or so but I don't think it is...

    This is from the 2.1 patch notes so it may well be different now:

    Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
    • Weapon enchants 20%
    • Standard ability 10%
    • Area of effect abilities 5%
    • Damage over time abilities 3%
    • Area of effect damage over time abilities 1%
