So,from watching videos about the shadow of hist DLC everybody was saying "Now you could dye stuff" and I'm like what ? Isnt there a dye station in the game present before the release of update 11 so what is everybidy talking about ?

Yeah I had to pause with that also. But as I understand everybody can dye armor but now plus members can also dye costumes (those fancy outfits from crown store).

Yes, there were dye Stations present in the game even before the release of update 11 (update 2.5 actually).

Those Dye Stations are usually located near Alchemy Stations and are marked with this icon:

Click on THIS link to go to a ESO Dye Guide.

Since Update 2.5, not only armor and shields can be dyed, but costumes also.
Costumes can be dyed either by purchasing preset Dyes from the Crown Store, or if you are an ESO+ subscriber, you can visit the Dye Station and dye your costumes as you would dye your armor and shields.

HERE is the official ESO page about costume Dyeing.

You go to your regular dye station. On the right side there's a box that pops up, in the upper right corner of that there's a button you can click to switch over to costume dyes. If you have ESO+ you can dye like you would your armor. I think dye stamps are drag and drop, not 100% though :)
PC NA Rayya Blackheart pitiful DPS NB CP160
PC NA Phaedra Phoenix beast mode Templar Healer CP160
    PC NA lvl6 Mudcrab

You also get a few other costumes as you gain CR. At 10 or 20 you get the Golden Saint costume, at 60 you get the Dark Seducer outfit, at 100 you get the Manimarco costume (which actually got some fixes with this patch so it looks slightly less derpy), and at 160 you get Abner Tharn's outfit.

EDIT: Right, and there's a few you can earn from the DLC. There's two in Thieves Guild (a leather catsuit, and some shiny merchant clothes), two in Dark Brotherhood (an assassin's catsuit, and a Dark Brotherhood robe). There's also at least four associated with Orsinium.

I think there's some with the Imperial City, but that's probably just polymorphs and skins.
