There is ur first mistake,taking them down at the same time,
and the most ideal time is region/time based maintenance in the middle of the night sunday/monday.
Other MMORPG already did the research for you,
they actually can do maintenance on just one server instead of all...
No, that is worse. I would rather get the new content the same time as everyone else, rather than arbitrarily get it later during the night just because some people have their free time in the middle of the day on a Monday.

Its rather costly solution but using proper VM management its perfectly achievable.
Running two mirror servers - Main and Backup. When the time comes the Backup server holds the game and players can play. At the same time you update the Main server. Then you swap them(first updating the state of Main server - players, transactions etc.) and update the Backup server.
From what I know it takes around 15 minutes to swap.
The tool I have can swap the servers on the fly(didn't do that because I prefer the safer way, but I realize that its the only possible way in your case).

You do realize that it appears to take them 1 to 2 hours just to "Reboot the megaserver"? The megaserver is a pretty sizeable network of systems. That is a rather spendy proposition when you have to keep 6 backup megaservers around between patches, idling away playing Solitaire.
Heck, my fear is that they are cutting costs by slimming down the hardware to reduce the number of servers that make up the megaservers. The thought of them having hundreds of server systems sitting there doing nothing most of the time is inconceivable to me.

That would mean the maintenance starts at 9pm for people playing on the West Coast.

ZOS is not doing the best for customers you are doing the best for the company by saving money and find the best possible times for staff working in NA ...
So your decisions of maintenance hours have nothing todo with customers, I know it's not your fault but please don't justify the bad MMO management by ZOS.
Seriously, this is a professional business and ESO a product with international success.
Why would million of gamers/customers care if you need to make some staff members work at night?
The reality is saving budget -> customer service.

@ZOS_GinaBruno Could you go into a bit of detail of why you decided to change it from what it was previously, that being 8am EDT Monday for NA, and 3am BST Tuesday for EU? Players seemed to be reasonably happy with those times.
