If you want to play an individual wandering Tamriel with the power to compel dragons and bend them to their will, that's Skyrim, not ESO. If you want to play a near daedra who can't be killed, then that's ESO.

You may not have noticed, but when you suffer fatal damage, you do get knocked to the ground, and your temporarily dead body is just kinda floppin' around like a normal corpse. Then you can self rez, and get back up, but there's plenty of time for a creature, so inclined to decide, "nah, I'm going to wander off, if this thing is just going to keep coming back from the dead."
This is of course, assuming the dragon doesn't decide to torment you for all of time, and exploit the fact that you don't die to torture you. Though, you can have the last laugh then by rezing at a wayshrine instead of on the spot. But, with only a handful of Dragons active on Tamriel, good luck finding the same one again, if it decides to wander off and avoid you... which they are actually prone to doing, btw.

If you're wanting to talk about game mechanics regarding them, then, yes, Skyrim is relevant. And, oh, look, they don't leash, they don't reliably sit at a spawn point and wait for you to kill them. They are, oddly enough, smarter than that. And, Skyrim does have some leashing, so it's not like the idea is completely alien, it's just not something that applies to Dragons.

You can't shout; you can't communicate with a dragon. And, no, I don't mean yelling, I mean actually speaking in the dragon language.
If you really want to sort this out, and play the kind of character who can ride a dragon, then you need to go play Skyrim.
