For what I have been reading in the forums lately, sadly this has been happening. Maybe you got kicked for no reason or simply the group disband.
I am lucky I have not been in this situation but you have to wait the 15 minutes even if you were not the one who left the group

Now that the leader is not supposed to be able to disband, I have only been in one PUG dungeon run where the leader didn't disband immediately upon the group finder notification.
It's immediately, too! As if someone is sitting with the "disband" option highlighted while waiting to hear the "ding!" (Who has that much time? Can they send me some of it? I feel I would put it to much better use.)
