If they spent all their time moving people out of a zone that they constantly get stuck in despite knowing they WILL get stuck if they go back they are wasting just as much time moving these people as those people that keep going back only to get stuck again.
Seriously, if you go back and get stuck again knowing full well the zone has issues it's on you, not them, because they warned you it'd happen...

well, while I partly agree with your point, the other side of it is that the zone is broken pretty long now. it should be fixed long time already!!

Development doesn't really work that way. You fix stuff that you know how to fix, because you're wasting everybody's time slamming your head at the wall for ages when you have no idea what's going on. Their Xbox (and PS4 I guess) stability (or whatever they're called) teams probably are focusing on this. The team who did the login maintenance probably doesn't have the slightest clue how to fix Orsinium crashes because that's not their thing. I would bet on there being a team working on this that has a fire lit under their collective butts.
I do sympathize. Like, I get it. But diverting all resources from all teams to fix this problem would be way too many hats for most of the employees. They are human, after all.

When did I say that it was fair, or that it's okay? I'm just saying it's not like ZOS is cackling all the way to the bank on this. Their shareholders are probably really not happy that they're getting reduced revenue from the console markets. It's also not like they are sitting on a fix and are deliberately holding it from you. That was my point and I hope it's clearer now. They are probably incredibly frustrated as well, and I don't blame anyone who cancels their sub/quits over this.

Since they have not fixed it yet they tell people that for the player's own good. Once it gets fixed they will tell people they can go back. It's like how companies recall faulty products for the consumer's own safety.
