But if you want that higher tier to have better loot or a chance at better loot, you are just setting yourself up for it to get nerfed.

That would be really nice ! if it could add 25% to the current bonus receive, such gear not being usable in pvp.

It has become a bit of a tedious chore to help my friends out with the daily pledges, especially as a healer, because they barely even need healing anymore
