Settings > Interface > Ability Bar > Always Show
You dont need an addon to see your skills on all the time, there is an option in the settings in game. Interface settings: 2nd one down, ability bar set to always show. Bam!

I have 6 Alts I play, so I am always forgetting what character has what skill equipped.
Advanced UI or AUI will do what you want. There are lots of modules so you can turn off most of it, or have it all on. Initially, your screen will get filled with stuff you may or may not want.
Come to think of it, it only shows me the skill bar during combat, I don't know if that is a setting or not. I can see my skill bar if I pull up the skills menu so that works for me.
Another methods is to set your skill bar up by function.
1. Opener
2. Buff Skill
3. Spam Skill
4. Spam Skill
5. Recovery or Shield
The above is an example. But, I do this across my 4 characters so that if I need to, I can at least be effective in my rotation. Maybe not optimal, but I can move things around if I need to.

My general setup for 5 skills is:
1. Opener or summon pet as Sorc (class ability)
2. gap closer or pull enemy to me as DK (class ability)
3. spamable skill (close, high damage) (class or weapon ability)
4. spamable skill (ranged, execute) (class ability)
5. poison injection for my bow (weapon ability bow)
I normally start with bow from max distance - holding mouse1 and launch arrows with 5 - if the enemy is getting too near, I do 1,2 and spam 3 or 4 dependent on the distance to the enemy until he is down. But normally the bow and a final execute with 4 is doing the work.

i said that cuz i thought you were replying your pvp strategy in the wrong thread, didn't realize it was setting skills up by function so they're easier to remember. my bad

yeah goal with it is to not think at all - but let muscle memory do it.
Is that a newer setting to have the skill bar up all the time? I admit I don't spend all that much time in the game play settings since the game launch, but I never knew it was there. I don't think I would have ever set it to be always on myself.
AUI does add things to the skill bar like letting you know your ultimate is up and ready, so I like that aspect.
