Presumably they sent it to certification at the same time as they released on PC. Certification would have to start from the beginning again if they wanted to release the fixes straight away, which would have delayed the release of the DLC. You have the exact PTS build we got.
You just haven't had the patches we've had since DB release.

Casey, thanks for checking in. Specifically, when running CoH Vet pledge today, ALL of the below happened (all caps for emphasis, not yelling):
- Massive slowdown in FPS during random trash mob pulls.
- Followed by: a muffling, then a complete absence of sound. No sword swings, sound effects, music. Nothing.
- Mobs vanishing for certain players (including bosses). Other players could see said mobs, and hit them, but the individual affected could not.
- Constant phasing. At least that's what I think is going on, where a load screen appears for no reason. Phasing inside a 4 man instance is certainly a new bug for me.
- Sometimes, only sometimes, the aforementioned screen passes and the player is returned to the instance. Other times, a "this may be an unusually long wait" message appears and the player can only return by shutting down the client.
Every one of these bugs in new, since the patch. At least for me. Other players, who were in chat, were also variously affected by the above.

Yea, most of these are pretty much normal behavior on PC ever since the DB patch hit.
