This has been part of Cyrodiil since the start in one form or another. The Nightblade shade trick has never been fixed, you can also still use lotus/ambush and projecting bubble to get into keeps with NPC use.
This isn't something I really agree with but it's something ZOS have never been able to fix, and although somewhere on these forums there is a post stating bypassing keep walls without taking them down is an exploit, they have never enforced it.
In DAOC Nightblades could climb the keep walls. That was always very interesting. So I do not mind players teleporting or flying to targets that are to close to the edge of keep walls. Keeps it fun.

Spoken like someone that ports into keeps why have keeps if everyone can just walk right in them

When it was just a few places to stand in stupid, it was one thing. Now it's pretty much everywhere. The worst is leaping through grates.
