As for delaying store stuff, It's probably to keep a steady stream of new items all across the year instead of launching a lot at once and then having months with no new additions. I'm glad they do it like that, it kind of makes the monthly Crowns earned by subscribers a bit more valuable.
And new hairstyles and such... I'm pretty sure they are waiting for the barbershop so no one will complain about having to create a new character to have that awesome hairstyle.
I guess that the only thing I can't explain is why delay emotes and such. Please, ZOS, more love for RP'rs!1 -

Wow that IS pretty awesome. The thing is, I'm pretty sure we'll be getting most, if not all, of this stuff in one way or another. But since it's probably not even til Xmas...MAYBE...and more likely not til NEXT YEAR it just kind of makes me mad that they are "teasing" us with it now. And there is soooo much stuff they have had ready to go for ages in Costumes that they are holding out on releasing for no good reason. Actually making assets that are already in game available to players shouldnt be too hard for ZOS, much less harder than balancing the game and getting rid of the lags.
