I agree that it's a bit extreme. That's more than the entire cost of the DB DLC. Maybe 500 instead, enough to really say thanks & sorry, but not enough that they shoot themselves in the foot.
Or even better, put crown packs back on sale...that way they'd make the best of an unpleasant situation, and both they & we win...that gets my vote <g>

ESO Plus members pay the cash equivalent of 50 crowns per full day of access. Current retail value of today's unplanned downtime: Less than 10 crowns. If they want to compensate us for the inconvenience, maybe they can bump it up to 20 crowns. Till then, go outside. It's almost summer! (Retail value of summer: 30 billion crowns.)

Crafting bag is just a different tab in your inventory menu that is account wide. Very simple. Has nothing to do with why the servers are down.

it worked perfectly fine to me - this is a really awesome perk for ESO+ - and all the items are now in categories, so that you have a quite good overview of what you have and what might be missing. You do as well no longer have to take out the extra mats for alchemy and enchantment writs - that goes directly from the crafting bag into the delivery box. All mats you buy or pick up go automatically into the crafting bag - and when you change to another character, he/she has the bag with all stuff right where he/she is - no need to transfer crafting stuff via the bank from character to character anymore.
