Since the bans I have seen not as bad of lag during prime time today on TF NA. Could just be coincidence

Cyrodiil will always lag. There is no true fix for it. The head of PVP once said "We cannot break Cyrodiil into separate phases." Why? That would require pretty much rebuilding the game. The only fix is to separate big groups, this was their first MMO, and one of the first games to allow an ENTIRE "world zone" for PVP (Its condensed into one phase) Cyrodiil lag is due to the large numbers in one entire phase. They attempted to fix this numerous ways.
1. Cut down lock population from 750+ to 500, to 250, etc.
2. Close campaigns to allow more server space for those active
3. Move items over to client side
4. Add zerg busting skills
5. Add new siege to zerg bust
6. Deplete XP/AP that zergs gain when in groups of 10 or more.
There are more than just that. The next fix they can probably do is small instances of battles with objectives, or "Battle Grounds" as most of us know. If that isn't implemented the huge numbers in a campaign will remain high, causing lag. Its not just the "zerg" in an area, its the number of people in that ONE PHASE. RP phases probably lag if they get over 100-120 people, such as ZOS events.
Another fix small scale / arena, or even further depleting zergs / limited grouping in some campaigns. Or adding MANY campaigns to split up the population on all servers so that we can chose, each with a different rule, like; grouping affects, damage affects, CP affected, gates locked, zergs penalized, non-zergs penalized. Etc. They can release multiple different PVP versions and we would more than likely see a huge raise in the performance.
If you want a true fix, and to remain these groups to keep going. Cyrodiil would need to be broken up into phases, which it cant. Or ZOS could rebuild PVP from the ground up for a year+ and then replace Cyrodiil itself, finally the last option is to restart the game, which many would not like(Though the community has voted it a good idea once, money is an issue also.)
ZOS more than likely made Cyrodiil huge hoping for battles on all areas, and never expected groups of 50-75 on each faction to be fighting over one keep... Which is what PVP has kinda come to in the recent days of lag... I never felt lag until Dec2014-Jan2015, around the time the population kicked off and the game went B2P. Before then lag wasn't to harsh, but we never had these numbers then.

It didn't use to be this, it used to be better with more people! So its wrong to say there is no true fix, the simple truth is, ZOS broke Cyrodil.

So what you're saying is that ZOS developers are lag switching the servers to help themselves win in PvP... I see.
As others have said, a lag switch doesn't work in an MMO as the servers are hosted by the company not by a player.

Yes sirI have it under good authority that they did in fact call in the squad to work on Sunday and even put more hours in on Memorial day as well. They do in fact care, and I, honestly, never thought I would ever see myself saying that
