This must be a solely Mournhold issue, as Elden Root and Stormhaven never act this way. Maybe spread the city out more? I've noticed Mournhold is a more cramped city than the other two capital cities.

Right there, make it so using spells or abilities within a city is a criminal offense that will give you a bounty, that should, stop most people.

These instances of city locations already exist, ever gone to a crowded area to look for someone and they're not there even though they say they're standing right at your location?
To put yourself into the same instance as a friend or guild-mate in these crowded areas you have to teleport to them from the guild roster or friends list. You just never see this happen during normal play to really notice it, unless you're looking for it. And it has happened to me many times in Daggerfall with guildies.
Mournhold just needs a new name thats all..

Bit of a tongue twister I know.. other option would be to move the way shrine back to its original location..
