You're really saying that you want 100% uptime, I realize. Personally I'd rather take stam support options as a sorc healer vs Mending access, but neither of those are going to happen.
Maybe it would be more useful if the passive granted major mending as long as an ally or enemy is effected by one of your restoration staff abilities? Just thinking force siphon could use the boost

Yay for resto staff major mending! It really does need a buff though. You can get oNE maybe 2 casts out of it before it runs out. Would be nice to have a longer duration. I think the activation mechanic is fair though.

No. DKs and Templars are about tankiness and sustainability, NBs and Sorcs are about damage and mobility. You want a long duration mending buff? Fine. You can have that the day DKs and Templars get fixed stat/damage boosting passives and universally viable major expedition/disengage skills. But that kind of homogenization of classes is not a direction id like to see the game go. I know your post is in regards to healing as in the role, but it won't be long till PvPers come in here demanding major mending for their PvP dps builds cus it 'unfair' only DK and Templar have it.
Well, mending is what defines DK and Templar survivability and really the only passive that distinctly sets these two classes apart from NB and Sorc. No, you can't have it.
my sorc has major mending via restoration tree, so... yeah...
as previously stated tho it just needs a duration buff to around 6-7 seconds duration, enough for 2 mutigen casts and a healing springs full 3 seconds with another heavy attack at the end so the heavy attack heal passive benefits to.
