There IS a passive for clemency.It's in the Thieve's Guild.Meaning the new DLC. I have it and use it whenever I have problems.
Another night of thieving ruined by getting caught inside a building. Guard spams roots and wrecking blow, cant get away for long enough to get out a door, cant kill the guard or even incapacitate him long enough to get out the door.
I get that they dont want players coming in and griefing towns by killing everyone, including the guards, but making guards invulnerable is a bad way to do things. Hurry up and get the rest of the justice system implemented if that's what it takes (though, seriously now, we all know that will never actually happen).
Have an invis pot handy when thieving. Most of the time that and moving up stairs will buy you enough time to adjust or log out.

But I agree that you should be able to open doors in combat. You can do it in PvP, why not in PvE?
And for the guards being unkilleable ...if they were killeable you would see raids of people killing everything in cities. I dont want to see that, do you ?

Furthermore, if you have a decent gank build you can definitely just go into town and murder everyone. Escaping the guards is trivial when you can just throw down caltrops, shuffle, dodge roll and happily run away. Indoors of course is a bit trickier, requiring more space, invisibility potions, and line of sight denial.
My point being, making guards invincible is pointless, or at the very least contradictory to what their supposed purpose is. They make the game less enjoyable and that should not be a thing that they should be doing.

Good thieves don't get caught. I've knocked off Vulkhel guard manor house for thousands. If you don't get caught, then it doesn't matter if the guards can't be killed. I've paid a total of 9 gold in bounties and fenced over 750k. Not getting caught is easy. Don't steal anything when somebody is watching

The thing about being a good thief is to not get caught thieving in the first place, but you can use an invisibility potion or rogues stealth potion to make guards lose you, sometimes for long enough to get out of a building. If you aren't great at thieving, restrict your attempts to outdoor areas, or better still, dock areas where you can easily jump in the water and the guards can't follow you.

I dont have a notice of bounty on the bottom right of my screen.Never have.
I have to hit c to see if I have a bounty.

I'd report that as a bug - after making sure that no addons are interfering with the bounty/heat meter in the bottom right of your screen - it's kind of hard to ignore, and if you aren't seeing it, then something is wrong.

If you can't do the time, don't commit the crime. Easy as that. You got caught because you are doing it wrong. No one's fault but your own.
