I think that it should be available for people who've done the 9 traits research on an item and it should cost no less than 100k , it should also bind the item in the process to limit the abuse of such mechanic.
Let's say you want to change a dagger trait , then you should be able to replace it ONLY if you learned the 9 traits and the dagger will then be bound, afterall these 2 months of research have to be rewarding at some points.

Look mate, if i didnt get my investment back when level caps went up to v12, then v14, then v16, when the champ system came out, when the new sets came out, or any of the other seven/eight times the devs made a sweeping change that forced a recraft of my gear (for anywhere from 3-6 characters each time, and yes all gold maxed out suits)..... then you can suffer a trait overhaul.

Changing traits would only hurt the economy.
Don't get me wrong, the idea would benefit me alot with 6 Max characters once DB launches, but I don't see it as something positive in the long run.
