The only possible debuff on a trait was nirnhoned, right? the others got improved.
So except for nirn-whatsis, everything you have is as good as you expected or better.
The option to have EVEN BETTER STUFF now doesn't mean you were gyped on what you already got.
So, i fall into the "just make more."
If you haven infused and divine on your equipment as a pve player you have done something wrong. And impenetrable even got better. So I see no reason having to change much. Most traits got better.

I guess it would be ok if you had to use let's say, 50% of the materials needed to craft said item.
In case of monster items and dropped ones, you would have to pay the materials according to it's level and upgrade lvl.
It will allow players to do more testing with builds and to risk different combinations without "loosing" everything in case the change wasn't worth.
