Then they need to reintroduce Soft Caps into PVP to pretty much put every one on the same level there.
As a PVE player, while I like some content to be challenging, I like to be able to play my character the way I wanted to as a Hybrid tank, and not allowing me to continue to progress my character any further is extremely frustrating especially with the changes coming as my play style has been heavily nerfed across the board.
So, there is now one less tank willing to do daily dungeons and the weekly trails not only with my guild, but with pugs as well.
Also, what is the point of playing any more if I am not progressing? Sure, I am earn CP at half the normal speed now due to the catch up mechanic raising the required XP to over 650k per point. I am better of waiting until the Cap is raised before doing any of the new content because then at least I feel like I am earning something.

Raising cap in DB patch from 501 to 552 as they PROMISED in October would not be game breaker and at least would be a bone thrown to decent amount of people. It will be almost a year on the same cap even if they increase with the next DLC.
Meanwhile we had cake event, catch-up mechanics since Wrothgar and don't forget all get an extra 40 CP with the removal of veteran ranks.
For me the worst part is that yet again ZOS made a straightforward promise/announcement just to break it later.

One part of me thinks if you have 501 CP that means you reached top level and you beat the game.
On the other hand, ZOS could remove the CP cap, and create some type of tier for the elite players. For example once you reach 502 CP you move to another level of advancements. As far as PvP goes you will not be allowed to compete with players that have 501 CP and below.
I think elite players should be able to continue to advance.
