Actually yes a few minutes of "patch notes making backyard" would be nice in ESO live :-)
I assume it's not a text formatting issue but rather a wording issue. The notes probably come in dev-geek-speech format and Gina must translate them all into phrases that make sense for the majority of players - to avoid an avalanche of questions and clarification requests ;-)
I believe Gina said they have to check that the changes listed have actually made it into the final build too however I may be wrong. I imagine patch note localisation takes quite a long while too.
I doubt it's anywhere near as simple as it may appear..
They do arrive at Gina in Dev speak most times. Gina also goes through and double checks the changelists to make sure what's in the patch notes is actually in that particular build. It's a huge effort and to be quite honest, I dunno how she manages it all sometimes.
She was madly working on the notes while we were on the plane home from PAX last night. She's a ROCKSTAR!!

Whoever said that also doesn't realize how difficult and messy it is to TYPE while relaxing on a couch while sipping tea... liquids are definitely not a computer's best friend.
