It would be nice if they didn't have the apron in the front, but:

They also should be worn higher.

+1 Vote just for properly using "tartan". So tired of everyone assuming the pattern is called plaid.
Plaid comes from the Gaelic, the names are interchangeable to describe the same pattern of cloth.

No, All tartans are plaid, but, not all plaids are tartan.

To keep things simple, I'm just going to stick to the basics and try not to overwhelm you with too much technical detail. All plaids and tartans are comprised of stripes (in varying sizes and colors) that meet at a 90-degree angle. We start heading into 'tartan' territory by looking at the geometry on the pattern. With most every tartan, the pattern on the stripes running vertically is exactly duplicated on the horizontal axis too. Basically, this matching pattern in both directions will create a grid. The warp and weft threads are then woven in a two-over-two "twill" pattern. When looking at a simple plaid, you'll notice that the stripes — either in color, size, or pattern — are not the same in both directions.

    Original post http://www.housebeautiful.com/home-remodeling/interior-designers/q-and-a/a2099/difference-between-tartan-and-plaid/

Also, whilst tartan refers to woollen cloth woven in one of several patterns of coloured checks and intersecting lines; plaid can refer to the same thing but, usually in the UK, it refers to a specific long piece of tartan worn over the shoulder as part of Highland dress.

The last line is the most relevant one, the whole first paragraph is unreliable info from a designer. Designers have their own made-up definitions of things because they appropriated the language and the tradition to turn a profit, they couldn't care less about the language or authenticity. To be clear, tartan is the name of the pattern, and a plaid is basically an over-the-shoulder cloth. I don't blame you for linking to a fashion page to try to tease out the truth (I mean, it's a fair assumption they should be an authority on the matter), but when it comes to traditional patterns and clothing of different cultures they tend to get absolutely everything wrong.

I linked it to give more of a, I'm not making this stuff up here's proof sort of thing. But you are right that they tend to bend the rules when it comes to truth. Also, here in America, we tend to call flannel shirts plaid shirts so I wanted to be extra clear about the difference.

The funny thing is... in other times, that sort of clothing was completely common as male attire...
In fact, back in those times, in europe anyways, only "barbarian tribes" wore trousers, and the "civilized" people of ancient greece and rome made fun of them for it... at least until they conquered cooler lands in gallia, germania and britannia, and found that wearing tunic/kilt like garments in winter requires a level of toughness they just could not manage... so they copied trousers from the celts.
Oh, and those tribes that wore trousers? Usually saw no difference in male/female ration for it - something that was common for far longer then people realize, even after the concept of "male-pants; female-skirt" had been established, many women working on farms wore trousers for their workday, and skirts only when they dressed up for sunday...

In any case, it would thus make a lot of sense for kilts to be common in warmer climates of Tamriel as well... anything between "gotta cover your legs or you'll freeze " and "gotta cover your legs, or you'll get sunburn".
Unless of course you are a cold-dwelling nord who have been known to go half-dressed out into the snow on a warm skyrim day...

Also, it definitely would be nice to have more musical instruments in tamriel as well. Including bagpipes. And more to do with it then just emote now and then... But that is a different discussion, to be had elsewhere...
