I do agree as a healer..which i am on my main and two alts. that if I cast an effect, I should be considered in combat until that heal, shield, dmg, etc effect ends.
Sometimes I have to go into stealth, come out of stealth and go back to stealth before the game finally decides that I am no longer in combat.

I suppose the problems is potentially trolling people by spamming heals or buffs so no one can mount.

My stam characters have the same issue and I think Rally is causing it.
But hey, we've had that for so long, it will never be fixed.

Not at all....its some can and some cant instead of a hard rule that applies to all.
It u cast...to troll, you too should be "in-combat" as well as those who have the effects.
Simple and clean.

IMO there should be a map-able "cleanse" function you can activate that will end ALL your outgoing DOTs, HOTs, and any incoming positive effects.
