Dolmen Generals in Deshaan?

I've been grinding generals recently and hit a wall. While messing around in the Shadowfens I hit two generals, at the same dolmen, back-to-back. I starting grinding in Deshaan and had little trouble with the first two, had some trouble finding the third, and now CANNOT find the Orgrim Brothers. I have hit he same boss four times in a row. Am I just hitting a terrible streak of luck or is there some mechanic I am unaware of? Everything I've looked up thus far leans to me just have awful luck.
