2) Allow name change. As this affects the system, I would be willing to pay crowns for this.
3) Allow race change. Now this would be complicated so I would expect to pay crowns for this and would expect there to be a significant cool-down (e.g., a year) between changes.

Character name change from some registry clerk in your faction capital is certainly something I want as well. Just give them a bag full of crowns as bribe, and they might "update the official records with a new name"... (or for more 'fun', and possibly a bit of madness, you might have to "file the correct paperwork", and get sent from one NPC to another for half an hour filling out forms until the last "Permit A-38" is missing... which then can only be bought in the crown store...2) Allow name change...
That one would be a logical addition to any character recustomization feature, and not too difficult to do at that, as I would expect it to include a full appereance redo as well (after all, if you change from argonian to dunmer, who's to say the slider positions that made a pretty lizard maid would add up to decent elf looks?). I would not expect it to have a cooldown though... just a higher cost instead. If people pay 25 $ worth of crowns per race change, they might be somewhat reluctant to change every month... and if they'd do it regardless, well, more money in ZOS warchest to pay for new content all the sooner...3) Allow race change...
Alliance change is a bit iffy with quest progression, a can of worms that could easily be avoided tby making completion of all cadwells a prerequesite.4) Allow alliance change...
One of the reasons Character Recustomization is a good thing - sometimes people just get to that "meh" feeling about their characters, a chance to redo them can help to breathe new life into such. Not to mention, when you redo a character, half the time you might also end up buying nre stuff for the redone character to match those new perfect looks you just changed to... Come on ZOS, you are missing out on profit here...
You are not the only one... I also have some characters like that, one sorceror boy with an imperfect hip shape that looked all right in chargen, not so great when running... and some other details here and there across my characters... I really, really would drop a load of crowns to get my characters -just right- and I am getting more and more vexed that I cannot do so already. I mean... the barbershop has been announced since, what, fall 2014?As dumb as it sounds, there are small things about my main character in this game that bother me enough to stop playing for a while. She's got little baby hands. It's fine when I see her from the front or back, but when I notice her hands from the side, it really bothers me. Then I can't stop noticing them. And it keeps bothering me more and more, until I log out and stop playing for a couple weeks.
Definitely that. Plus gender and character name change, for those who pay extra for those. And then... new option packs in the crown store. More hairstyle choices. More makeup choices. More beard choices! More tatoo choices. More adornment choices! Cross-species skin/hair color options. Structural "exceed slider" options to make your very own "titanborn" nord, or hulk-muscular orc... I'd spend soo many crowns on this...I really hope that the appearance customization allows for everything you get in the initial character creator (maybe minus sex or name change). I dont just want hairstyles or tattoos or piercings, my khajiit needs a whole new fur pattern and facial reconstruction.

add better beard options, starting all that are avaible in skyrim, then add even more, to EVERY RACE NOT JUST HUMANS, I GET SO SICK OF MMO AND RPG COMPANIES THAT DO NOT ALLOW ELVES TO HAVE BEARDS, SO I IMPLORE YOU TO NOT FALL INTO THAT HORRIBLE, AWFUL, DISGUSTING NICHE IF AND WHEN YOU DO ADD MORE BEARD OPTIONS
