
I get the argument of no pvp objectives sure, but....
1. Can you kill enemy players? Yes
2. Is the zone in a pvp zone? Yes
3. Can you loot enemy bodies? Yes (stones)
4. Can you gank weak pve'ers who don't know how to pvp? Yes
If it only counts as pvp when there are objectives then everything I did in Age of Conan wasn't pvp and yet...it was?
They should add pvp objectives, but yes imo it's still a PVP expansion. It's a shame they didn't add objectives tho, on that I agree.

Can you get most of the best gear through PvPing in there? (Kena, Endurance/Willpower/Agility)
Is PvPing anywhere near as rewarding as PvE in IC?
Does PvPing give you anything besides Tel var stones?
Do Tel var stones have any value at all?
Is the core event of IC a PvP one?
Are most dailies in IC PvP related?

I appreciate your opinion, but if you follow the food chain of those stones, and it starts with PVE.
Either you're ganking players engaged in PvE, or engaging in PvE hoping to run into other players engaged in PvE. And when you are engaged, how much average space do you have to fight without drawing aggro?
When people group up in IC, not solo Gankers, what is the objective of those groups the vast majority of time? Are they grinding stones and trophies, and Xv1ing any solo grinders? Or are they looking for other groups to fight? It's almost always the former.
If ZOS had made the districts PvP areas and had the sewers as the PvE area, I think IC would've been a success. The sewers are good at what they are, and if they were complimented with a better district setting, IC would still have players in it. Also, giving people better things to buy with TV stones would go a long way at building the IC population.
Calling IC a PvP update is like calling Cracked Wood Cave a PvP objective.
Add golden crafting tempers to the Tel Var store for 1 - 5k ea. = PvP Update
PvP is, of course, player vs player. Wouldn't anywhere you can battle and potentially kill another player be considered PvP? Whether or not the environment you play in is any good or typical of a PvP environment might be another question.
IC is currently the best PvP action you will find in the game... It was never intended to be strictly a PvP update rather a mesh of both.
