It's basically due to the same reason I don't wear my special snowflake builds and gear when I join group content, because if I join a team as a healer and vigor is my only heal, I think they will be fairly disappointed in my contribution to the group.
I have absolutley no issue with scaling a dungeon/trial down if even to just have fun doing it. I have an issue with Titles and Achievments from them being handed out while scaled down.

They should make it so you don't get credit for the achievement unless you are the same level or lower than the scale.

I think they should make the skin gained from normal mode, and super Armour and weapons and monster drops from the vet dungeon. That way people would most likely run it and we both get what we both want lol. You get your weapons and armor and I get the skin, its a fair trade!
Also what could also encourage people to buy the dlc is if they could add a very very very very very very rare chance for an emperors costume to drop, with theives troves and thus you are able to get the outfit without having to farm emp for it. I would like to see them make some changes with the dlc itself. Make it worth it for people to own it. Make it worth it to be a thief! They could also add the very very very very very very rare chance at receiving a monster set item.
Obeying the law does not do much in the way of profit. In elder scrolls universe it should be a lifestyle thievery in order to progress sometimes or get nice things!
