Thaumaturge ---> Elemental Expert: bugged?

So yesterday I moved all my CPs from Thaumaturge to Elemental Expert to get an increase of magic/elemental damage. Previously I had my CPs splitted equally between Thaumaturge and Elemental Expert. So basically both the magic and elemental damage should be increased. However, what I saw after such redistribution of CPs was that the elemental damage (e.g. pulsar) didn't change at all in the tooltip, while the magic damage (e.g. crystal frags) was decreased in the tooltip! Why's that?

From the patch notes:

Elemental Expert:

This ability now increases Flame, Frost, Shock, and Magic Damage dealt by you, instead of Flame, Frost, and Shock Damage only.
Fixed an issue where investing points into this ability was not updating the tooltip damage of your Flame/Frost/Shock/Magic damage abilities.

Yes they are. Elemental expert was bugged in the tooltip. They did fix it in pts, but this is another pts fix that they forgot to port over to live

Oh... I have no words for that. So apparently this issue has not been fixed yet contrary to what the patch notes state.
I saw many people pointed it out on PTS but the problem has not been resolved on live.
@ZOS_GinaBruno I would like you to know about this...

Oddly not no. However nerenith set damage does increase with champ points. Odd right.

Never trust tooltips. Always test actual damage.

That BUG was already reported in week one of PTS test phase: http://forums.elderscrollsonline.com/en/discussion/247448/bug-elemental-expert-and-thaumaturge

There was 2-3 threads too to this BUG and had a respond from dev. That is only a visual bug and effect tooltips. Behind the cp stars seems to work correct.
