Stackable effects of crafted sets

So I just noticed that by removing part of one of my sets my spell damage went up. I was using a mix of Torug's Pact and Twilight's Embrace armor, 4 pieces each, because I wanted the spell damage addition from both of them. Is there some reason we only gain the effects of one of the sets, rather than both? and why doesn't the system prioritize whichever set gives a higher bonus value?

✭@ZOS_GinaBruno? Can you enlighten us here? Is this a bugged armor set(s), or something much more far reaching that we all need to be doing some serious number crunching on?

✭✭✭✭✭It could also be a Tool Tip error, those are more common.
The only way to know for sure is to look at the flying numbers during combat. This was just added to the PC, it will on the consoles in a couple of weeks.Enjoy the game, life is what you really want to be worried about.

What is your class and level?
Were you in Cyrodiil, Imperial City, Wrothgar, or Abah’s Landing when this happened?
What specific items were being used? (Torug's helmet, VR 10 with Reinforced for example)
Which item was removed showing the change?
Can you reliably reproduce this?

amk4034b14_ESOSoul ShrivenI've checked again today, and whatever glitch it was, it seemed to be showing me actually gaining the benefits of the armor even when I wasn't wearing it. As of today, by removing a piece of the set I do in fact lose 103 spell damage.0
