Making the barbershop requires extra programmer time.Personally I think barber shop should be free unless changing your sex, race, or alliance. They could make it a expensive cost like 2000 or 3000 crown and limit how many times you can do it.

Programmers like geting paid to make their rent, buy groceries and lots of coffe. In face, most of them kinda refuse to work -unless- they get paid.
ESO isn't a charity, its a business, which means not only need they make enough profit to pay their programmers, they also need to make enough so the suits keep considering the game "profitable" and don't pull the plugs on the servers.
What in the reality of the situation suggests they will be in a position to add stuff to the game "for free"?
Best we can hope for is that maaaaybe they could offer -some- minor changes for a mere gold cost. But everything else WILL cost crowns. Hopefully it will be a small fee per small change (like body shape slider altered, or skin color redone) and a big fee for big changes (like race and gender), and not a big gate fee to use the editor, but we'll see.
I don't care so much about how they do the "barber shop" aspect of it, but they need to put a race change in somehow. For me, it does not make sense to sit in a chair and come out another race, so I hope they have a way of doing this... magic comes to mind... face sculpter, something like that.
Why does every zone need one? That's like saying every zone needs the shrines to change your stats. There is no reason for that. One per alliance in maybe the first major city (Daggerfall, Vulkhel Guard, Davon's Watch). Use the wayshrines.
I actually think they can be much more creative than a barber chair. Magic abounds in Tamriel! Maybe the face sculpter looks into a pool of water with your character to see what they will look like (brings your character to the editing screen). They then make changes to looks, race, etc. Then, when it is decided on, a cool ripple of magic passes over your character, changing them into the new character. Sounds better than a chair to me.
Yay, agreement!I (unsurprisingly) agree with @TheShadowScout that it would be best to have different NPCs for different character change services.
- Hair, Beard, Adornment, and Body markings change: Town Baber (One in each town)
- Name Change: Visit the Town Magistrate (One in each zone).
- Race/Gender/Body Change: Visit the Face Sculptor (One in each Faction, as you suggest @Levi )
- Class Change: Visit the appropriate Class Master (One of each Master in each Faction)
- Faction Change: Visit the Defector (One in each Faction)
Of course, this would all take a lot more effort than just having a scroll that we buy that sends us back to character creation. We will see what ZOS chooses to do... I know what I'm betting on.
I disagree... Magic in Tamriel isn't an all encompassing thing. Before ESO the Fighter's Guild weren't Magicians. There are throngs of people across the lands who don't use magic. Barber shops would make sense in the context of these people and would also make sense in the context of changing hair, beard, adornment and (to a lesser extent) body markings.

Don't see why they wouldn't monetize it, nor why they shouldn't, except to get goodwill. Don't get your hopes up, at least part of it will be tied to Crowns somehow. Frankly I wouldn't mind - I never paid for a barbershop, they're developing one by popular request, so they'd be silly not to monetize it somehow.

If people want that, they should find a game that has it, not expect it to be thrown into a game that has an established style in itself. Even if its crownstore exclusive--stuff like that shoudn't exist in this game at all.

Although I would be ok with gold vs. crowns to change simple things like hair, body etc. The transition from CC to in-game doesn't always translate well. I really want to fix my mains eye seperation but I don't think I should have to chance real money that I don't get it right again. I have made LOADS of characters in the CC and sometimes it's perfect, exactly what I want, other times, I get a good laugh.

When you create a character though and get it into the game world, chances are it does't look quite the same as it did in the character creator (Lighting difference comes to mind). Tweaking your character to create this deboggle should not cost us IRL money.

I prefer overly complicated @IcyDeadPeople ! See pretty much any of the concepts in my Concept Repository (link in the signature.) heheh.
However, I was thinking of a system that would tally your total for all the changes you want to make and then you would check out once. I see I didn't cover that in the OP. Thanks for pointing that out!

Still,it would cost too much.400c for this,400 for that, and on and on.It's a bit much for just eyebrows. 100c might work, but it would still be annoying to have to buy each one separately.
IcyDeadPeople is right,in my opinion.Just pay for one full Barber Shop. Also,I dont think it should be just one time usage either.
Pay say,2500c for it and use it if you want, when you want. There is no hair off anyone else's head as to how many times you change your looks. And in the other TES games you could use the race menu as many times as you want,so why not here.

@Volkodav , do you get that I suggest that the barbershop be released for FREE that the USE of the barbershop charge in game GOLD and that buying new additions like new hairstyles and new adornments be based on CROWNS?
I couldn't see a situation where changing hair should cost REAL money... Want to change eyebrows? It'll cost gold.
This design would serve 3 purposes
- Give players options they want
- Add a gold sink to the game
- Generate regular revenue for ZOS
A one time fee for the barbershop would
- Give players options they want
- Generate a one time sale for ZOS
I like to try to support and suggest ideas that will satisfy the most people and be the most beneficial for the game while generating revenue for ZOS.

Ok,ok..dont flay me.I was merely agreeing with one other person here,in that dividing the items up,as you mentioned,..eye brows for one price, hair another, etc would be a bit much.

lol. Ok @ Volkodav... I just wanted to make sure people didn't think I was suggesting that we pay real money to just CHANGE hairstyles. I would be 1000% on board with a "X amount of gold to make changes using the barbershop". One flat fee that you pay every time for everything and not tallying each thing you do.
Mostly my three desires for the barber shop is:
- Free to use/play around with
- Gold to change appearance
- Crowns to buy new options
I dont see them doing this with gold and without paying crowns.
They have spent alot of developer time on it and too many people want the option.
I cant recall ever seeing character change options for free in any game.

You have never played Morrowind,Oblivion,or Skyrim. You just have to bring up the console and type in Racemenu,..and you have it all there to change whatever you want, including your name.Free of charge.

You're right I didn't, but those were single player games. They didn't have the continuing development and overhead that this one does. This game needs to continue bringing in revenue to pay for the ongoing development of DLCs and other content.

The current discrepancy between character creation -> character selection -> and actual in game appearance is really quite terrible, it’s nearly impossible to tell whether your adjustments will actually look the way you wanted them to until you’ve exited the character creation screen.
5. No - I repeat, NOOOOOOOOOOOOOO - hair dye. You pick a color during char creation, you stick with it. I swear the day I see somebody with green or pink hair running around, not only I will boycott the game, I will do my very best to advise all of my guilds to leave with me.
thanks,
