I agree with @mattymaats that, ideally, we should get them as unlocks in the game but ESO has been out for almost 2 years now and it hasn't happened yet... read into that what you will.
Pretty simple, emotes are a staple of MMOs. The regular ones we are all use to should already be in the game and fancier, updated ones added in DLC when appropriate. (Like a pickpocket emote with thieves guild)
When a company starts to nickel and dime for little things like this, I'm out. Cash shops are already very lucrative with mounts, pets, and costumes... Not to mention XP pots and such.
Most likely it would be emotes you could get in the game or buy via the store. Not exclusively available only from the store. Even if it was tho who cares. You dont need an emote to play the game.
Because I don't believe in the nickel and dime philosophy of business and will not support it. It's not the end of the world to leave a video game

Well I had to buy a Naga Hex, I don't see any problem with asking console players to buy a keyboard. They are already saving a lot of money just by playing it on console anyway.

Just too much nickel and diming with emotes, makes it feel like a cell phone game or Destiny. Both of which are not far from each other.
