This is an incredibly stupid attitude. Anyone who plays this game should be all for zenimax actually fixing their plethora of issues than adding cosmetic changes to characters. It's a good thing to have yes, but when you can't see you characters face in cyrodiil due to having to use low textures just to get decent performance, what's the point?2013

✭✭✭✭✭Crown Store, ConsumableHave to laugh at players expecting it to be FREE... after all the time by devs put into creating it, nothing like this will ever be free; they have to recoup their investment as they are still nowhere near having a return from the initial game development cost.
I fully expect it to be a Crown Store item because everything being added lately to ESO has been via Crown Store; Vampire/WW bites, Inventory/Mount upgrades, etc). I would expect the 'babershop' to basically allow us to return to the character creation screen... which I expect would work via consumable or immediately upon purchase (consumable makes more sense though). I'm expecting it to cost anywhere between 700 to 1000 Crown... after all, an attribute/skill respec is 700 Crown. Now, they MAY be nice and add a shrine somewhere that costs in-game Gold, but I doubt it. They know how many players are asking for this and they aren't going to let an opportunity to make an insane amount of money pass by. People are paying 2500 Crown for a mount re-skin, they'll definitely be willing to pay 1000 Crown or more to make changes to their character. Over on DCUO, it costs $10 EACH to change powers, change movement mode, character name, etc... and players are paying it- so don't expect ESO to be any different.CP: 2112 ** ESO+ ** ~~ ***** Strictly a solo PvE quester *****

From a business standpoint, I'd lose faith in them if they didn't understand the opportunity out there. It is a convenience application and so fits in with the theme of the crown store.
Also, If it was "free" after paid DLC you would just notice min-maxers changing to the most efficient build every update at will. It should be a calculated decision for the player base to change characters and shouldn't be something that happens willy nilly. I do not want to play FOTM Scrolls Online.
I do like the idea of it being a perk for ESO Plus members. That might actually convince me to subscribe.
Think you're getting this confused with race, class change. A barber shop type feature is usually just a cosmetic change, things like hair style, hair colour, skin colour etc.0 -

Barber shop should be free in game. Other things like gender,race and shapes of your body etc should be crown store. I dont think you should be forced to pay just to get your facial hair or hair clipped. In game gold would do just fine for that. People will buy the race changes etc so i don't see why they wouldn't add it. its good money and mostly cosmetic.
To be fair. Every AAA MMO Has had some sort of in game barber shop for free. HELL even Everquest had one. All you had to do was type /face and change your face. Didn't even need a barber shop or spend gold for it. That being said i don't think it requires much to add said feature. If they don't want to add anything in game about it just so they don't have to do any work then give the option at the character screen. You know the feature is already there in the character screen. It would be a simple add on.
Edit: ive bought tons of the armor sets just because. As long as I get black hair for my Altmer, I don't care. I honestly would pay absurd amounts of crows for that, as it would make me want to play my main character without her having to wear a hood all the time. I even made a compilation of Altmer npcs with black hair in ESO just in case someone tries to tell me it is not lore-friendly ~.~Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.
