Speculation:

A fair amount of "free" cosmetic change features, split between consumables in the core game and game packs. Works like style motifs, in that you have to have the race and feature lined up. Altmer adornment, Redguard eye color, Breton body shape, etc. Then instead of having to go to some creepy guy in your capital city, you just consume right there and change the feature.

A few paid features. A Thief's Oath Pack in the crown store that lets you use any skin/eye/hair color, adornment, or other style on any character, with a few exclusive styles and colors. No limit on cosmetic changes. Includes an option to change name or race or gender (pick one) per character, once every 30 days.

One free name change per character if you're changing three or fewer characters in the name. Maybe you used a diacritic but that's not how you actually pronounce the name and want to move it to another spot in the name. Maybe you want to add hyphens or take them away. Small stuff like that. But if you want to change Merman Muckbuck to Saucy McBoingBoing, I can see that being a paid feature.

You know damn well if they have to devote employee work hours its not going to be free. Stop it already. ZOS let me pay to fix my eyes, skin complexion, and facial tattoo because I erroneously thought back in 2014 that face paint would override the pale look of vampirism.

After all the whining we've done, do you really expect it to be free? LOL, we'll be LUCKY if they don't slap us with a $10 per use consumable!

I think a one-time DLC cost of $15 or less would be the best for the players, so we could feel free to use it whenever we want without worries.

Should be free. Should have been in the base game at launch. In a type of game where you are stuck looking at a character for so many hours, why would we not have this options? My character can defeat Molag Bal but shaving is just too difficult to grasp?

This is a good point. The majority of their incomes from something like this is most likely through the crown store sale of custom hair, tattoos, piercings, etc.

JUST FOR F'ING CHRIST SAKE GET THIS MOVED INTO PRIORITY. GET IT DONE and over with NOW so we can fix or change our characters. So we can change race. just PLEASE. I will not re roll more characters. TWO VR16'S is enough grinding. I want to just play the game.

This guy knows what's up. I literally want nothing more than the ability to change my toon's race. I would spend $20 right freaking now, to change my toon's race.

I think it should just be a modest gold cost, like resetting your skills or Champion Points.

I can see that they'd obviously want to make money off this, but a lot of me wants to say in-game gold.

I've seen a few people suggest in-game gold for minor things (change hairstyle/adornments/hair colour) and crowns for major reconstructive surgery. Even a crowns deal where you pay on a per-slider changed basis.

Honestly though I want to change two of my characters' looks so badly I'd probably pay for a DLC!!! Perhaps that was their plan all along... .

Seriously though I know people are saying there are bigger issues to fix in the game than this, but for a company who said at the start that they understood how important making the perfect character is for players:

"We have a dedicated team of character artists who have spent a considerable amount of time and energy developing this [character customisation] for the players because we understand how important it is. I think you can really see that dedication when you create a character." - Jared Carr

It is pretty annoying to have to play as a character that doesn't look how you envision them, with no options to fix it. You said it yourself, guys! It matters to people!

Should of been there from day one.. free I say, free at last!!

Standard changes should be free or small in game currency
Additional unlocks via crowns (new hair, textures, whatever) which are account wide.
Race changes via crowns.

I remember a statement somewhere along the lines of new game systems would be free and new content would cost.
