I suggests you to ditch this game for good like I have moved from ESO to FFXIV ARR (ffxiv as what you call "Play the way you want" in it. There is a race(buy online), flying mount and class change as well you can take some abilities from your pervious class and add them but the only downside is its combat is not fast and uses a subscription based model)

If you have stoped playing ESO why are you still on the forum?

No you Wouldn't the class change would unlock every line you have completed just on the new class say summoning for example if you already maxed out that skill line as a sorcerer then it would just translate over to the new class you pick

WRONG... because only the Sorcerer line has SUMMONING and not everyone unlocks EVERY ability and morph in their skill lines. So if I switch classes, the abilities are completely different, so it wouldn't make sense to have them already unlocked. It would work just like Vampire. If you level the Vampire skill line, but only to a certain level and then get cured, once you become a Vampire again you only unlock what you had previously leveled... same would apply to a class change.

Even so i Wouldn't mind having to level up the skill lines as long as the class i really wanted was on my vr 16 character

Alts will become much easier once VR is removed... then all you have to do is level to 50 and then use CP to reach max level on your alt.
However, I do see your point in wanting to upgrade your main... for me, I've put a lot of money into my Magicka Sorc main, with inventory, crafting motifs, mount upgrades, etc. Now I'm enjoying my Magicka Nightblade much more, so now I'm looking at investing even more money into upgrading him... whereas if I could switch classes on my Sorc, it would be much less expensive. But perhaps that is exactly WHY ZOS won't give us class changes... so that we have to continually invest real money or in-game gold to upgrade our alts.

So, how is this different from people who want a race change?

If you're talking about Knights of the Fallen Empire in TOR, I left the game because I wasn't going to take 10 characters through contrived end game content. BW left their "Your Choices Count" spiel in the garbage on their way out. The 1-50 leveling is excellent in both games. Level 50-60 in SWTOR is not good. Level 60-65 is worth playing once.
ESO, on the other hand, also needs to change their end game, not because the content isn't good but because they have no end game. What's that you say, ZOS, my Bosmer has to go to the other alliances and start all over again. She's a Bosmer.
The thing ESO has going for it is Orsinium and the fact that I think the new content will be of the same quality. SWTOR even dropped the PC voice acting in their side quests and then pretended it was a throwback.
Now to get this post back on the OP topic, I think it would be much easier to do a class switch than a race switch or an alliance switch but no MMO that I've played allows for class changes. They have a hard enough time with balance. I don't think you will ever see it in ESO.

This is Eso, this is a magical world where polymorph's and magical spell's exist. There could be a quest in the Mage Guild that could go into a long process to race change. Each race could have a long quest line where you experience what it's like to be the race your changing in to. You go into a different dimension and swap bodies with yourself who is the race you want. Just a quick work around to make it sound plausible and there you have it.
And we will have streaking breath-of-life-ing players running around spamming Overload while profitting from Battle Roar passive every time they activate it. No thank you, it's unbalanced enough as it is.
(Forgive me for not mentioning NB skills, I'm just not too familiar with their names)
