I think the bigger problem is once you hit around VR12+ the variety of sets starts to fall dramatically, and feels like it gets lower and lower the higher you go. There's a wealth of VR15/16 sets, but surprisingly few that are really viable in most day-to-day scenarios.I don't know.
While there are some sets that I'd like my v16 to have, I kind of like that there is some level limitation. When I level an alt, I pretty much plan which sets I'm going to experiment with in which level ranges and see how they fare with each before I make their final gear when they reach v16.
If I could just make their BiS gear at any level, without limitations, would I bother? Or would I just keep leveling the same gear that is working?
There are so many cool sets out in the ESO would which arent being used, due to their range is from lvl 20 to v14...
Wouldnt it be cool if they added a feature where we could manually upgrade tiers/lvls on the gear, up to vr16? Would be awesome!
Every freaken person are stuck with 5-6 choices as a MAX, for a lvl 16 atm..

I think ZOS should just extend the research system in game to allow players to research set items and be able to craft them on our own. That would be an amazing answer to so many problems. After 9/9, you get to learn to craft dropped sets. It'd extend the usefulness of crafting, and allow more points to be sunk into research and offer a lot more variety in game.
