It is done by creating a group of 3 and starting a queue for the dungeon you want then immediately invite your 4th person the dungeon will now be scaled to vet 16 with all your stats at scaled vet 16 and all loot drops at right level for each individual

You should explain how to actually do it though... If you get 4 people in a group and just head to a dungeon it won't battle level folks, and the dungeon will scale to the leaders level.
Yes, you can have all groups battle level to v16 when doing dungeons, but I bet you you will not finish vicp dungeons with this (or will have a very very difficult time for a pugged group finder group). Scaling and battle leveling have it's place within the PvE dungeons - scale it lower (I.e. not using the group tool) to make faster, easier clearing of hard(er) dungeons or battle level it for the challenge. Take your pick.

Although i will point out that you don't need to cancel the group search, just adding members until 4 people are there will do that automatically.

Simply initiating the search will convert the group into a scaled Group Finder group, and once converted, the group will remain a Group Finder group until the group fully disbands. So you can switch members in and out normally, without going through the above process. You should cancel the search as soon as possible to minimize the risk of it picking up randoms and having to go through the awkward apologies and explanation of what's going on. I personally like to do this when the group is just at two members, with no tank and healer in the group, as I've had problems where, with a pre-formed group with tank, healer, and DPS, it would pick up a random person before I can even press that cancel button.
Caveats:
- Note that the method described above works only with people in your faction, since it involves manual invites. I.e., it's only for turning on scaling for a same-faction group. For cross-faction grouping, you won't be cancelling the search, the other invitees have to enter the queue, and then you have to hope that the search actually picks the right person from the queue. Sadly this wont work anymore

PLS @ZOS_GinaBruno this is (again) killing our guild runs with many different lvl players.
Old system which you could "cheese" was good, but even better would be an actual button which u could use to battle level all up to vr 16.
Cross faction grouping is good but without this its almost pointless
It's a bit more work battle leveling dungeons than just going into one.
On another note, looking for only V16 members is quite understandable. People using a V16 not only have a guaranteed amount of experience and champion points, but V16s also have better gear in general(gold color, enchantments, set items etc).

what? this is totally irrelevant to this thread. This thread isn't about implementing anything or about player/character strenght.
It's about that prior to thieves guild we could battle scale any player for any dungeon, it made playing with our alts or lower level friends better. This feature seems to have broke or stopped working with the "new/updated" LFG tool..
We want it back because it was excellent.

umm why? using the LFG tool you can scale any group regardless of level EVEN WITH PREMADE groups (lvl 10+) all to V16 .. i Keep having to tell people thing cause they don't know. ZOS i feel you need to advertise this more.
You can take your 4 buddies at lvl 34, v1, V16 and V5 all get into a group together and Head into any dungeon and have all you friends Battle leveled to V16 and everybody wins.
Curiosity did you know ? Cause i have the feeling that such a huge percent of the population still think the LFG tool is terrible and they don't think they can scale a premade group.

The important part is that you have to be ported to the dungeon by the auto-porter, not enter it manually via a wayshrine -- I think that's what triggers the scaling, now. Since cross-faction grouping is now enabled and works the same as intra-faction grouping, if you manually enter a dungeon without waiting to be ported, your group will just scale to current leader.
