Would you agree if PvPers asked for a passive mode in dungeons where no mobs can attack you and ruin your fun? And you'd get free loot just for running to the end of the dungeon? Of course you wouldn't.
Reward requires effort. Rewards in Cyrodil requires a special kind of effort.
@Etaniel Not going to be valid soon as you can eventually buy the much desired monster helms and shoulders that PvPers were complaining about being too hard to get and unfair with both gold and AP so technically you are going to get your "Passive" mode because you don't have to fight the bosses to get them.
As I said if ZOS didn't consolidate so many campaigns I wouldn't support this if they add back a few I would say go to a dead one.

If ZOS made a PVE instance of Cyrodiil (no AP to be gained) where there was no PVP then I would have no real problems with that. I don't like the idea of "unkillable" players wandering around in PVP Cyrodiil.
I really think it is a bit too much to ask to not be attacked while in Cyrodiil.. it becomes instinctive.
I also think people over state the 'need' for the PVE content in Cyrodiil.. they are just slightly OCD completionists.

Yep, I fall into that OCD completionist. Not looking forward to finishing my skyshard hunting, fishing or my quests for Tamriel hero. I will meekly adventure into Cyrodil once I hit v16 but really dreading it. I'll be easy prey. I don't think the idea of the PvE instance is a bad one at all.
Maybe I will get off my butt one of these days and learn to PvP with the best of them.

I had this discussion with someone when the game first came out on console, a self certified 'completionist', did nothing but moan about the pve quests in the pvp zone. 'Why don't you just leave them' says I 'if you don't wanna engage in pvp?'.
A reasonable question I thought, but it was the cue for a looong loong rant about how it was 'unfair' to 'completionists'.
I just don't get it. Personally, I'm not a completionist at all, but if I was, I wouldn't consider myself as such if I then wanted to pick and choose what I complete, 'cos that would just be... well a non-completionist I guess, which is what I am now.
Anyhoo, all that aside, doing the quests in PvP zones can actually be incredible fun. It's not like just bimbling about in the pve zones, you actually have to look around you & have some awareness (shock horror!). I've had some awesome fights when completing quests, even the occasions when you see a player and wave or something to signify a tentative truce, you never know if they're gonna simply ride away, or tail you, or outright engage. It's the very unpredictability that makes it so epic.
The pve quests in pvp zones are perfect imo, leave well alone.
