It was not clearly stated. Do you think if they put on the box ( voice chat only, no pesky text chat, no pesky numbers such as XP gain or damage, gamer tag names displayed, etc etc etc) that a MMO gamer would pick this up?
For the average gamer (one that picks up the game at their local store or online), very few will research every aspect of the game prior to ordering it. Most people pick it up and play it. The draw for ESO is the fact that it is elder scrolls and an MMO. Delving further, anyone that has played an MMO expect certain common elements that should exist in all MMOs regardless of platform. Many people including myself were blind sighted by the lack of text chat (among other things). I suppose new players used to the single player genre and haven't touched an MMO wouldn't know the difference and are blissfully unaware

p.s. neverwinter is an mmo so id warframeand both have text chat and voice
not to mention the fact that there is the companion app for swift typing of messages that doesn't cost a dime and I don't know anyone who don't have a smart phone anymore
I never played never winter so I wouldn't know. Only played war frame on the ps4 and I didn't like it. And about me owning 3 ps4s I didn't buy 3 at a time I kept selling it when I needed the money and selling it back. And what do you mean that only counts as 2 consoles? How many are there? If you mean last gen , then yeah who hasn't owned a 360 or PS3? I don't get why that has anything to do with it. And a phone app is not logical. I don't even like using my phone to find sky shards never mind using it constantly to talk to each other

This was addressed many many months ago in two different ESO Live episodes in my signature and months later in the ESO Live chat by Jessica Folsom..... please check out the two ESO Live episodes to gather the full context of why this feature was removed by ZOS during development and why they do not want to provide this for consoles.

then that is you being too stubborn to use the tools available to you. not everyone is that way they would rather use them.
