This was addressed many many months ago in two different ESO Live episodes in my signature and months later in the ESO Live chat by Jessica Folsom..... please check out the two ESO Live episodes to gather the full context of why this feature was removed by ZOS during development and why they do not want to provide this for consoles.

PS: A group of us ran a few test months ago and if you actually plug a keyboard into the USB slot on your Xbox and then start up ESO at least 2 out of 20 starts will prompt this Error code on your screen.

From another post but it's just as relevant here. And I'm curious Justice. If your hearing is as truly bad as you say it is. How do you communicate at all? I have relatives with hearing problems and there's no way they can communicate with voice chat and that's with hearing aids in their ears.
Voice chat is great for small groups or in groups of friends but anything beyond that is utter chaos. It's a complete mess with no moderation at all. Voice chat can't and never will be able to speak for the people with disabilities or the socially awkward shy people.
Though I'm just going over the same stuff that has been said many times before because some people still fail to realize that when playing this type of game with this many people, text chat is a must. Before anyone starts spouting "Well you can do this or that or whatever." instead of an in game text chat. It's ridiculous for any company to make their customers find a way to make things work.
Text chat is a much simpler way to start conversations and getting to know people before you talk to them. Unless your an overbearing meathead or an attention starved bimbo, you don't just walk up to people on the streets and start talking to them. To me area voice chat has no civility. It's just a bunch of egotistical airheads trying to be more audacious than the next person. Yes I have ran into and had some good conversations, but they are few and far between.
Text chat reaches a bigger audience, so lfg, buying, selling, and trading becomes a little easier.
Text chat is easily moderated and botted for profanity and spam.
Text chat can translate simple, common game phrases or a lot more depending on how robust the system is.
A text box can be resized to the users preference. Even completely off if you don't want it.

Why would you use text chat to find a group when there is a GROUP FINDER that works perfectly and can match you with a group in 2 minutes? And no it does not making selling buying and trading easier , I played on PC and stood in zones saying "LF Healer" or something for like 2 hours before they fixed the Lfg tool so especially now that is pointless. I was at a cyrodiil transus shrine and went into area chat and asked "anyone got a 2h or DW I can buy" and right away had 2 people come trade with me. I don't know where all these ideas come from that text chat is going to make the game better or easier . It's just not true. It wasn't used much on PC and sure as hell won't be a social aspect on console considering you have to either A keep a keyboard next to you or B take 5 minutes to type a sentence with the on screen keyboard . all you pro text chatters pull things out of thin air and believe it so much . I kind of hope it comes out so you can all see how un needed it is

Text chat hurts no one and benefits anyone willing to use it. Don't want to use it, toggle it off. The only reason people are against this is because they love to argue or they literally don't understand how we proposed or be implemented and that, again, it won't negativity effect their game.

not to mention the fact that there is the companion app for swift typing of messages that doesn't cost a dime and I don't know anyone who don't have a smart phone anymore
Just so you know, the text chat on PC/Mac is pretty awful. It's not designed to allow you to hold multiple conversations and multitask while actually adventuring. Heck, you can't even FISH and utilize text chat worth a damn, because you'll end up with a fish on your hook while typing, and have to try and rush back to the combat screen so you can reel it in before it gets off your hook! Really really bad text chat design in this game, PERIOD.
I can see why you want it, and don't blame you. Just don't be expecting much when you finally do get it.
