I'm sorry to hear about your problems with the game. Have you tried reinstalling the game itself? In my experience the game has a tendency to get corrupted randomly, so a reinstall may help.
Some people have also reported problems running on windows 10, this is not an ESO problem, but rather the fact windows 10 is still relatively new, and could cause some instability.

I have set the setting to minimum (which is just ridiculous for the specs I have) with addons turned off, and I can run the game easily above 60fps. It's once I get into a fight it suddenly drops to 0fps and have latency issues. So it's really not about my setting.I'm sorry to hear about your problems with the game. I have reinstalled the game, as I stated in my post. Weird thing is that I can play any other game fluently on ultra. All possible scenarios just point towards the game itself.

Take the AoE off the bar.....try using just single target skills for one night.
PLEASE .. just one night.

A friend has these issues some times (and yes WGT seems to be one of the places where that happens), and he said that using /reloadui will help. He thinks it's a memory leak of some sort.
I don't know how much you care about ESO to try the following:
Format your computer. Do a clean install of everything.
I had the same problems you had and was a big decision to upgrade from a 32 bit system to a 64 bit one. That solved my problem though, ESO runs like it did on the launch, smooth, no lag, no fps drops.
If you less keen on drastic measures, uninstall the game, use a program like CCleaner to clean registry entries and other stuff and restart your computer, reinstall ESO again.
Also so .ini tweaks might help.
If you are using Windows 10 they got some bug about outdated graphics drivers.
ZOS changed a lot of how their game works performance wise and we do our best to keep up to date. But then I care a lot about ESO to spend time and effort adapting my system to that game only.

Don't be like that Vash, the O.P is actually making a valid complaint, hell I have been barely logging in lately for the very same reason... not that I'd ever quit my favorite game but it's truly becoming difficult to play. I've checked my end of things and it's clearly not my pc or net connection causing the 0 fps +999 latency that happens at least 20 times an hour.
Something's up with this and it needs to be addressed.

Have you cleaned your Fans? Had a very similar problem about a year ago, was playing the game on Ultra before and then it even lagged on Minimum. After I cleaned it back to normal. Also run a tool like Speedfan and control the Temperatures. Sounds more like a problem with the PC then one with the Game.
