Because they didn't want to kill crafting. Just mortally wound it.
I don't know that that's entirely a fair assessment. As of right now it's still relatively difficult to come by a crafter that can do specific unique crafts. For example, There was this guy looking for Xivkyn Nirnhoned dagger for days in Zone before he settled for Daedric.
The issue with so called "master crafters" is that there aren't better 9 trait sets out there.
In other words, if they make the best crafting sets require 9+ traits then the actual demand and profitability of having the rare styles will improve. as it stands now, it's too easy to craft everything for yourself because there is no significant initial time sink to be the best crafter.
The Rare crafting styles from previous DLC's like Xivkyn and Glass are still relatively rare, and that's a good thing for those willing to invest the time or money into acquiring them.

When the clown store sells a potion of reduce Lag, I will buy it. Until then, I don't need a cosmetic re-skin of a mount when we were originally told that we were going to have all sort of different creatures as mounts and that each would have different abilities.
