Zenimax brought a tons of fixes into the game. Lot of them were not even mentioned in the patch notes even though they were really important ones. It's alot easier to notice what is still broken and what gets broken after a major update than what got fixed. Most people don't even read patchnotes, especially for major updates, because they are huge. Lot of bugs get fixed and lot of people won't even realize it. Have to give credit to Zenimax for constantly improving their game over the years. The blame goes to the original creators (programmers) of the game, the customers support and the behaviour of players nowadays who don't wanna play the game the way it works (smaller groups, multiple locations at once on the map).
Hopefuly forward camps will help people spread out further.

I dont need to read patch notes. I just need to log in Azura EU on prime time (the only time where there is population) to see that there is something terribly wrong.
While Z. does fix bugs, it also creates new ones, or - something i never noticed in any MMO i played- reanimates old bugs that suddenly happen again.
If you add to that the rate at which bugs are fixed you dont have to be genius to understand that game will always be in semi broken state if there will be no drastic change to handling patches.
Blaming players for playing the game this way or another is extremely stupid. Game is played in the way that it can be played to give players maximum benefits in minimum time. It always was like that and it always will be.
