You only have to accept the first quest from the groundskeeper before the Writ Boards are usable. But you only have to have Recipe Improvement Passive 5 to get Writ V, at any Character level.0 -

Your character must be at least VR1 to get Provisioning writ tier 5 or higher. Even if you have Recipe Improvement 6, if you're not VR, you'll still get tier 4 writs.
As for writ pickup, that pickup location is irrelevant. The writs are always scaled to your crafting rank, never to the location of pickup. Picking up in Coldharbor is just a matter of convenience (no need to rezone to turn it in); being able to pick up in CH won't let you bypass the VR requirement, and not being able to pick up in CH won't prevent you from doing tier 5 if you meet the other requirements.Nightfighters ― PC/NA and PC/EU
