TS 3 is not solution... youre dont want set up TS3 with every group you make.. no third party program can be compared with easy *talk to group*

No, it doesn't work that way. Once you introduce something like this, it becomes the expectation that everyone will use it. Players using voice obviously won't repeat everything in chat, so by opting to stay out of chat you effectively isolate yourself from the rest of the group. Been there, done that. Didn't work.
Now personally I have nothing against other players preferring to use voice comms. That's their prerogative. Most guilds seems to insist on it, so I no longer bother with guilds. If it became the norm in pugs too, then I simply wouldn't bother with pugs.

Hassle of setting up ts? It's like the easiest thing ever.
Not being snarky honest, but few things are easier to set up and there are free rooms everywhere. :-)
You mean in game voice chat right? I don't know. IN PvP it would be fine. LOTRO has this and it was awesome feature. But in dungeons I wouldn't recommend it. I just know there would be stupid kids kicking ppl who wouldn't like to turn it on.
Voice comms are a necessity for high-level play in ESO. This is recognized and why VOIP services are provided by ZOS for the console gamers.

Plus many for other reasons do not like using voip programs, to communicate more effectively even when there is a good reason too, e.g PvP or raids or w/e.
Not sure where you are getting your intel from, but I do not see it, think we all know a fair amount of people and most of the ones who do communicate with voip programs will use TS3 etc rather than a hastily put together ingame voip.
Battlefield 3/4 has ESN Sonar, for ingame voip, and ye its a good idea admittedly, but most do not use it and use TS3 etc with people they know and roll with, it does not really work well in that game, and doubt it would work well here either.
Different genre, same issue.
But each to their own, personally I would prefer they fixed core issues rather than bolt things onto a faulty infrastructure, but not saying the option should not be there at all, but better after core issues are fixed.
