Not sure where you are getting your intel from, but I do not see it, think we all know a fair amount of people and most of the ones who do communicate with voip programs will use TS3 etc rather than a hastily put together ingame voip.
Battlefield 3/4 has ESN Sonar, for ingame voip, and ye its a good idea admittedly, but most do not use it and use TS3 etc with people they know and roll with, it does not really work well in that game, and doubt it would work well here either.
Different genre, same issue.
But each to their own, personally I would prefer they fixed core issues rather than bolt things onto a faulty infrastructure, but not saying the option should not be there at all, but better after core issues are fixed.
Well, my intel is from over 3,000 raids lead on DDO. All my raids were PUG raids, I wasn't an elitist, new players had to learn the raid and I was confident in my command and control to ensure everyone got through one way or another. Not everyone had ears, didn't bother me. I typed out my instructions once, everyone was happy and off we went. DDO uses an in game voice chat like LoTR (well, it was the same company that developed them) and it makes life so much easier. Let's just get one thing clear, this isn't a general zone chat I'm on about, this is for when groups are formed, and the communication is for that group only. It's easy to turn voice chat off (I really don't think ZOS would put in a voice chat system and not have the ability to turn it off).
Here, I run a guild, we use mumble at the moment, and I don't lead anything outside my guild. Last time I led a raid party through Cyrodiil and I sent invites out, it was like herding kittens, commands was slow because I had to type and those in my guild knew I hated it by the tone of my voice.
Even if it was brought in game, I'd still be using mumble to chat with my guild as I do my solo stuff. But as someone that like pugging and don't mind leading pugs, I'd prefer to have an in built chat system.
